<p>2. Subcommittee Report:</p>
<p>a. Frank/Regina on 5013c part G Regina is working on paperwork. Elections of Board Members at Franks house at 7:00 Friday night, May 21, 2010. Title of group &#8220;Arms Length&#8221; Frank Stricklin President, Mrs. Stricklin Secretary need a VP and 3 Board Members. Colen accepted a Board Position. Sole purpose to fundraise for grants and Monies to help the NHHP stewardship group to achieve their goals to restore and maintenance of the park.</p>
<p>b. Vests and Helmets: Added to order of vest one s/m for Nancy Franks. payment was provided and will be done for next month’s meeting.</p>
<p>c. Signs: Jon displayed sign for us from the work done with the Klahowya School woodshop class. Question on use of 2dia numbers a opposed to routered in numbers.</p>
<p>d. Other: Frank gave us a wetland report. So far we have lost 2 beavers. One to the Newberry Hill Road and another unknown. Frank is checking with cause of death of a 30lb. 3 year old, kit.</p>
<p>3. Treasurer’s Report: Officially we made Steve Taylor as the Treasurer. Motion Approved by all on May 20, 2010. So far we have $471.67 in our account.</p>
<p>4. Donations: Thank You card will be made by Joanne to be shown at next meeting. please provide her with addresses or contacts to send out all Thank you&#8217;s.</p>
<p>5. Trail Plan: Adoption of Master Plan will happen in June. Need to move to trail mapping getting a GIS specialist on board for completion. Need to take GPS data for overlay on ours to give to him. County requires a 30ft buffer to wetlands. Trail Subcommittee: Tom, Colen, Joanne and Jon.</p>
<p>6. Work Party: Tom would like all hands on board. Saturday will attend Corey&#8217;s, Tom, Lori, Frank and all members of Leadership Kitsap, plus Home Depot Supervisors. Total should be 30 people.</p>
<p>Lori Requested: we meet at 9:00 at the K. Work is from 9:00-3:00 first order is introductions, safety briefing and organizing work party groups. Lunch will be served at 11:00 and will be provided along with water. Prior to work we will do a group photo and one again at 2:30.</p>
<p>CC Trail will be headed by Jon. Blue Gate group by Tom. Flagging and Trucking of equipment by Frank and Colen at the Seabeck location. Signs and Kiosks by Leadership Kitsap, and my favorite Garbage detail by Joanne. Note there will be a Sana Can at the K.</p>
<p>7. Rummage Sale: Wade and Gail will gladly help with anyone’s large pick-up of items. We need items. Everyone is expected to be on board for this event!!</p>
<p>We have the Commons on Fri after 4:00 on the 4th and the Rummage Sale starts Promptly at 9:00 June 5th. Plan on being there early!!!! Let’s make this successful!</p>

They will work on the entrance to the Cross Country trail with 15-20 student volunteers from Klahowya.  Wheel barrows are a must for this!  If time permits, we’ll do some brush clearing around the NW 250 section of the park.</p>

- Mike Eilmes from Leadership Kitsap gave update on signage. Brought in a prototype, working with Home Depot for donation of labor and materials. Brought in list of suggested trail names.<br />

Meeting minutes</p>

<p>Agenda:</p>
<p>1. Approve minutes from 1/21.<br />
Intro of people attending.<br />
Minutes approved.</p>
<p>2. 501c status: Tom presented certificate of &#8220;State Corporate Entity&#8221; to group. Thanks to Regina for her work.<br />
Discussion from Tom on Federal Tax deduction Status of a 5013c. Regina stated the need for a separate group to head this up. Primary goal to support has a liaison to group. If we obtain a federal status , we would be federal IRS taxed which gives us charitable donation status for large corporate sponsors to register for tax deductions as well as private donations tax deductions. Formed group would be the same as we have done for 501c status. Cost: $800.00</p>
<p>On 1/21 we agreed to this<br />
Wade concerns: Lawsuits against members of group. Recommendations from Regina: Get group together, sign papers get registered.<br />
Gail: BCH has a parent group-2 entities-foundation members and officers which meet only when necessary, at least 1 time a year, to discuss.<br />
Move to table after this meeting to contact and develop for next meeting.</p>
<p>3. Master Plan Public Meeting: Concerns or comments.<br />
Thought a lot of time was wasted by rehashing. Martha did a great job commented by all.</p>
<p>Wade: tabled a group letter of our recommendations. Individual comments are what was felt to be more comfortable by all.</p>
<p>Josh Brown and School District will discuss disc golf location by school.</p>
<p>4. Vest and Helmets: Volunteer vest subcommittee Tom Coleman, Colen Corey and Frank Stricklin.</p>
<p>5. Generate dollars via fund raising. Gail Rase, Steve Taylor and Wade Larson on subcommittee.</p>
<p>6. Salmon Goals: Frank Stricklin will be the point contact with ecology. Agree to be the work force to protect the water ways and salmon enhancement as good stewards of NHHP.</p>
<p>7. Trail Maintenance: Trail work party date in the NW 250 acres area has been set for Saturday, Feb 20, from 10-12 PM. Meeting at the DNR gate by Sesame St. to work on Locomotive Breath.</p>
<p>8. Wade Tabled: We need to lay structure for subcommittees, so people know who to send interested parties to.</p>
<p>Next meeting: suggestions for subcommittees on the agenda. Members bring ideas about which subcommittees are needed.<br />

<p><strong>Agenda</strong>:<br />

KSS Woodshop will be doing the sign routing and construction.<br />
Discussion of possible naming schemes<br />
- numbers?<br />
- geography?<br />
- historical?<br />
- County guidelines?<br />
Leadership Kitsap will review and follow County guidelines for trail and park naming.<br />
Lori will send LK County specs for kiosk construction.<br />
Discussed possibility of adopt a trail program.<br />
- County guidelines are that in the event of trail adoption, after a period of time &#8220;Adopted by [group name]&#8221; can be appended to trail names.<br />
Reiterated the possibility not all trails existing today may exist at end of master planning.</p>
<p>3. Bylaws: How do we govern ourselves, voting, etc.<br />
Tabled governance methods for future discussion.<br />
Bylaws need to be finished before we can file for non-profit.<br />
Before bylaws could be finished, we needed to determine membership definitions.<br />
During membership discussion, it was brought up that the NHHP SG may want to remain just a non-profit entity and not collect membership dues as collection of dues would require an anual audit by the County. Alternatively if a separate entity was created and applied for 501(c)(3) status, it could collect, hold and distribute funds for the NHHP SG and not require County audits.<br />
Motion made to keep NHHP SG a non-profit entity, not collect dues and to create a 501(c)(3) separately.<br />
Seconded and approved. NHHP SG will continue to be open to the public without the collection of membership dues and a new entity will be created in the future.<br />
That settled, the following changes to the bylaws were made:</p>
<p><em>2.2 Qualification for Membership</em><br />
There are two membership classes; Junior Members and Members.<br />
Junior Members are defined as children between the ages of 12 and 17. Junior Members in good standing have voting rights on motions (or the equivalent input weight under a to-be-determined system of governance) but not on voting for officers.</p>
<p>Members are defined as someone who has attended 3 NHHP SG meetings.</p>
<p>Members and Junior Members in good standing are defined as someone who has attended 6 total meetings in a 12 month period, inclusive of the original 3 meetings.</p>
<p>(Not discussed: length of time good standing is defined as)</p>
<p><em>2.7 Notice of Meetings</em><br />
The blank in &#8220;At any time, upon the written request of not less than ____ of the members entitled to vote at the meeting&#8230;&#8221; was defined as 3.</p>
<p><em>2.9 Quorum</em><br />
Quorum was defined as 7, which is 2 more than the number of officers on the board.</p>
<p>4. Report from equine tour<br />
Gail Rase reported on the equine tour through the park. 6 people attended.<br />
Another tour is planned for February 27th, meeting at 10am and starting at 11am. RSVP as before, Gail is the contact.<br />
Future events may involve 4h clube members and other equine interest groups.</p>
<p>5. Update on bike/hike tour sign up<br />
BIKE- to date no sign ups.<br />
HIKE- to date 18 sign ups for Weds tour (north park) meeting at the K, from 1 to 3 pm. 20 sign ups for the Saturday south park hike from 10am  to 12pm meeting at the blue gate, parking inside the gate at the fork.<br />

Questions were: &#8220;What are the brush picker policies, how to handle pickers?&#8221;<br />
Answers:<br />
There is no brush picking on Kitsap County property within the park. The County has no licenses/permits with brush-pickers for the park. DNR does have agreements with brush-pickers only on the center section which is still DNR land.</p>
<p>Best way to handle is to only approach if you feel safe doing so and you feel they&#8217;re on County park property. Vehicles must have a placard as well. Unlawful picking can and should be reported to the sheriff and to Lori Raymaker so the County can track occurrences. Please include license plate numbers.</p>

<p>Group decided new work days would be the Saturday following our monthly meetings, effective January 2010.<br />
Dates are now 3rd Saturday of the month.</p>

a. Discuss possible changes if members of the public decide to join the Stewardship Committee in large numbers.<br />

<p>In response to a request from the public at Workshop 1, our Stewardship Group volunteers have organized tours of the park.  The tours will take place rain or shine, so come prepared for the weather.</p>
<p>Here&#8217;s the schedule:</p>
<p><strong>Horseback tour:  Equestrian style!</strong><br />
Saturday Jan. 16, 10:00 AM &#8211; 1:00 PM optional lunch, RSVP required (<a title="NHHP tour flyer" href="http://newberryhillheritagepark.org/wp-content/uploads/2010/01/01.13.09-NHHP-MP-PublicToursFlyer.pdf">see flyer</a>)<br />
Ride is limited to 12 participants. Participants must bring their own horse and tack.  If you are interested in participating in lunch after the ride, bring your own lawn chair. Coffee, cookies, and chili will be provided!</p>
<p>Where to meet:<br />
Meet at 5125 Gross Road approximately 1 mile west on Gross Road from Seabeck Highway.<br />
There is adequate parking for horse trailers. Arrive at our meeting location at 10:00 am and be saddled and ready to hit the trail at 11:00AM with ride leaders Gail Rase and Jean Young. This ride is for experienced horseback riders. A short portion of the ride will be along a road and crossing Seabeck Highway, so your horse must be accustomed to riding on a roadway as well as dirt trails. We will explore the trails of Newberry Hill Heritage Park. Our ride will take us through various terrains and around a wetland area that are head waters for Chico Creek. Gail will explain some of the history of the property and identify some of the abundant wildlife you will see.<br />

Meet at the entrance to Klahowya School by the large white “K”. Parking is limited, so please carpool.<br />
Join park stewardship members, Mike Wellborn and Dave Leenstra on this easy bicycle tour of Newberry Hill Heritage Park. We will explore a little over five miles of trails to get an overall picture of the Park. Expect to see beautiful views and possibly some wildlife as you pedal your way through the north and south ends of the park. Bicyclists must wear helmets and bikes must be in good condition. Participants must be very familiar with the operation of gears and brakes. Bike gloves are very helpful for warmth as well as safety. Bring water and a snack.<br />

<p>Where to meet:<br />
The entrance to Klahowya School by the large white “K”. Parking is limited, so please carpool. Join park stewardship member, Wade Larson, and park staff member, Lori Raymaker on this easy weekday afternoon stroll through the northern part of Newberry Hill Heritage Park. We will explore a little over two miles of trails while watching for wildlife as we circle around a wetland area.  Bring binoculars if you have them.<br />

<p><strong>Hike 2: Southern Section &amp; Chico Creek</strong><br />
Saturday Jan. 30, 10:00 am &#8211; 12:00 noon</p>
<p>Where to meet:<br />
Meet at the gate off of Seabeck Highway, just north of Holly Road. Parking is very limited, so please carpool. Join park stewardship members and park neighbors, Joanne and Colon Corey for this easy morning hike through the southern potion of Newberry Hill Heritage Park. We will explore two to three miles of trails while watching for wildlife. This hike will showcase the northern headwaters of the Chico Creek watershed. Bring binoculars if you have them. Also bring water and a snack.</p>

The next Public Planning meeting for the Newberry Hill Heritage Park is coming up Tuesday, January 12th at Klahowya Secondary School. The public is encouraged to attend. The meeting is in the commons area at KSS from 6pm to 8pm.</p>
<p>Other Public Planning Meeting dates are: February 16, March 2, March 23, and April 13. All are held from 6-8 PM, KSS Commons.</p>
<p><strong>Stewardship Group Meetings:</strong><br />
And don&#8217;t forget, the Stewardship Group holds monthly meetings open to the public as well. Dates through May:</p>
<p>January 21, February 18, March 18, April 22, and May 20. Our meetings run from 7pm to 8pm at KSS in room 136.</p>
<p><strong>Work Parties: </strong><br />
Scheduled work parties are the Saturday following the NHHP Stewardship Group meeting. Dates through May: January 23, February 20, March 20, April 24, May 22. Work parties go from 10am to 12pm. Meet at the white K on the entrance into KSS unless otherwise announced.</p>
